Quota mechanics
Employers may engage foreign nationals up to a percentage of total employees, scaled by company size. Communication to the labour authorities is required within prescribed periods, and hires beyond quota need specific authorisation supported by evidence that local skills are unavailable.

Can a permit be transferred to a new employer?
No. Authorisation is tied to the employer and role, so a new employer must make a fresh application.
